This article examines the “generative failure” of a “Photovoice” project conducted with transgender youth in Quebec’s child protection system—the first study of its kind in this context. Although initially designed as a six-phase participatory action research model, the project had to be reoriented toward individual qualitative interviews and photo elicitation due to significant institutional, technical, and ethical barriers. Drawing on trans-affirmative and anti-oppressive frameworks, the study analyzes four key challenges: i) structural barriers to recruitment and access caused by institutional control; ii) tensions related to the use of mobile devices in controlled, highly surveilled spaces; iii) the impact of digital exclusion and isolation on participants’ autonomy; and iv) emerging ethical dilemmas regarding the use of smartphones as compensation versus coercive incentives. The findings highlight a fundamental conflict between the emancipatory goals of Photovoice and the coercive and protective logic of child welfare institutions. The study concludes with practical recommendations for researchers and professionals.
