Artikulu honetan zera aztertzen da: toki-entitate ertain batek ezarri zuen sistema, langileek helburuak betetzeari eta produktibitate-osagarri bat jasotzeari lotuta lan egitea barnera zezaten; sistema horri esker, entitatearen barne-krisialdiari egoki erantzun zitzaion, eta langileak ilusioz bete ziren, lan-giroa kudeatzea zaila zen une jakin batean. Sistema horrek balioa eman zion antolakundeari; izan ere, herritarren mesederako erronkak proposatu ziren, administrazio-jarduera hobetzeko eta exekuzio-fase guztietan gardentasun-printzipioa aplikatzeari lehentasuna emateko. Bestalde, sistema berritzailea da, ez baita itxaron lurraldeko araugintza-garapena gauzatu arte, eta, beraz, barne-lankidetza eta sormena bultzatzen ditu.
