  “What meaning should the term Development have and what commitment for african/mozambican youth?” it is the animating question of this reflection. There is no worse testimony to the performance of a country or society than the suspicion that it does not want to develop (Macamo), since the elocutory force of development comes precisely from its ideological nature. So, when a country is at war, when its elites plunder the public treasure, when misery, hunger, nudity and disease predominate in that country, it is the refusal of development that the existence of all these evils means. Development as “removal of human restrictions” (Sen) is likely in a community context and with a triple youth commitment: with the homeland, with knowledge and with democracy.

  “Que significado deve ter o termo Desenvolvimento e que comprometimento para a juventude africana/moçambicana?” é a questão animadora desta reflexão. Não há pior atestado ao desempenho dum país ou duma sociedade do que a suspeita de que não se queira desenvolver (Macamo), já que a força elocutória do desenvolvimento vem precisamente do seu cunho ideológico. Então, quando um país está em guerra, quando as suas elites saqueiam o tesouro público, quando a miséria, a fome, a nudez e a doença predominam nesse país, é a recusa do desenvolvimento que a existência desses males todos significa. O desenvolvimento como “remoção das restrições humanas” (Sen) é provável num contexto comunitário e com um triplo comprometimento juvenil: com a pátria, com o conhecimento e com a democracia.
